The USCIS is not accepting first time DACA applicants right now. The USCIS is breaking the law and defying an order from the US Supreme Court and from a couple of other federal courts that have ordered it to accept new applications. There are several lawsuits pending throughout the USA right now against the USCIS for illegally rejecting applications.
There should be a clearer picture by September 1, 2020 about how the USCIS will proceed with DACA. So for now, my advice to first time applicants is to wait and see what the courts and USCIS do, and by September 1st we should know whether those applications will be accepted or rejected.
